Salary range:       Starting at $4,560 per month ($4,980 per month with Bilingual (English-Spanish) differential).

Please note: This position is also offered as a 12 month developmental position for internal candidates. As a developmental, the incumbent in this position will be developing job related skills during their time on the job. Therefore, individuals demonstrating less than the standard minimum qualifications will be considered for the position.  

PURPOSE OF JOB:

Provides daily supervision of staff within assigned Agency Program, ensuring that service delivery within that Program area meets Agency mission, values and regulation expectations. Program Supervisors will have an assigned area and classifications of employees within their supervision.

ESSENTIAL OUTCOMES:

Essential Functions

1. Under the leadership of Program Manager, directly supervise assigned staff

2. Ensure staff in assigned Program area meet Agency mission, values and Program requirements

3. Ensure services meet quality and compliance standards

4. Reduce Consumer and Agency risk

5. Provide Excellent Customer Service

 

1. Under the leadership of Program Manager, directly supervise assigned Program staff

  • Coordinate daily staffing coverage and task completion

  • Approve leave and time sheets of assigned staff

  • In Program Manager’s absence provide supervision and handle leave requests within authorization limits for all staff in the assigned Program area

  • Conduct monthly supervision meetings with assigned staff

  • Apply human resource policies and provide recommendations/documentation to Program Manager on performance management

  • Authorize petty cash and emergency fund requests

  • Coordinate branch maintenance requests and schedule.

 2.Ensure staff in assigned Program area meet Agency mission, values and Program requirements

  • Identify staffing needs and participate in recruitment and selection process

  • Provide training and mentoring to staff

  • Assist with interpretation and application of rule, policy and process guidance

  • Facilitate meetings

  • Address consumer complaints and process hearing requests related to assigned Program area; in Program Manager’s absence address all complaints and hearing requests

  • Authorize services and benefits related to assigned Program area; in Program Manager’s absence authorize all services and benefits

  • Gather and analyze data/reports in order to effectively monitor and adjust workload/assigned tasks based on worker availability and workload demands

  • Promote two-way communication by engaging others, listening, providing feedback and expressing appreciation.

3. Help ensure services meet quality and compliance standards

  • Monitor screenings for timeliness

  • Monitor medical, SNAP and service reviews monthly for timeliness

  • Review security audit results related to assigned Program area

  • Assist Program Manager with completing Quality Assurance (QA) field review follow-up and action plans for Unit.

4.  Reduce consumer and Agency risk

  • Embrace and exhibit Agency mission and core values, and provide excellent customer service

  • Exhibit good decision making, problem solving, and confidence in supervisory skills

  • Serve as a Mandatory Reporter of suspected abuse of vulnerable populations as required by policy and regulation

Supervisory Responsibilities

Provide daily supervision of staff in the assigned Program area. In the Program Manager’s absence, provide supervision of all Program staff. 

Experience and Skills:

QUALIFICATIONS

Any equivalent combination of education and experience, which demonstrates the knowledge, skills, and abilities required to perform the job will be considered; however, the following is preferred: 

These are the standard minimum qualifications, however, as a developmental individuals demonstrating less than the standard minimum qualifications will be considered:

  • High School Diploma or GED

  • Bachelor’s degree in human services, public administration, business, or related field.

  • Three years of related experience, one of which should be in a supervisory or lead capacity.

  • Experience and knowledge of services provided to vulnerable populations.

  • Ability to secure and maintain a driver’s license valid in the state of Oregon, or an acceptable alternative means of transportation.

  • Successful completion of a background check and a language proficiency test. (Bilingual applicants only)

Other Requirements

COVID-19 Vaccination Mandate

In accordance with the vaccination order issued by the state of Oregon all new hires in this position must comply with Oregon Administrative Rule (OAR) 333-019-1010, COVID-19 Vaccination Requirement for Healthcare Providers and Healthcare Staff in Healthcare Settings. To be in compliance with this rule, an employee must be fully vaccinated and provide proof of vaccination, or provide a medical or religious exemption request form by their first day of employment.  

Proof of vaccination means documentation provided by a tribal, federal, state or local government, or a health care provider, that includes an individual’s name, date of birth, type of COVID-19 vaccination given, date or dates given, depending on whether it is a one-dose or two-dose vaccine, and the name/location of the health care provider or site where the vaccine was administered. Documentation may include but is not limited to a COVID-19 vaccination record card or a copy or digital picture of the vaccination record card, a print-out from the clinic, or the Oregon Health Authority’s immunization registry.  

Religious or Medical exceptions must be documented on an OHA COVID-19 Vaccine Medical Exception Request Form or COVID-19 Vaccine Religious Exception Request Form. These forms can be found online or requested from the HR department.  

Work Environment/Physical Demands

This job is performed in the office and in the field.  Office work will be conducted using general office equipment and includes substantial sitting.  Office work is performed primarily in a cubicle environment, with noise and interruptions.  Field work requires travel to clients in a variety of settings, homes, facilities, etc. of varying level of cleanliness and repair.  Field work requires driving an agency car or employee car.

The essential outcomes requires regular sitting, talking, hearing, computer use; frequently required to use repetitive hand motion, handle or feel, and to stand, walk, reach, bend or lift up to 25 pounds. The candidate must understand, follow, and provide verbal and written instructions in English.

As a supervisor, requires additional or irregular hours on occasion, and responding to emergency situations.  Contact with the public in home or office environments may risk exposure to irrational/hostile behavior, contagious diseases, or contact with domestic animals.
